MASTER DEVELOPER FOR
KONZA TECHNOLOGY CITY
REQUEST FOR INFORMATION & INTEREST (RFI& I)
The MoIC seeks to position Kenya as the leading ICT nation in Africa by leveraging and expanding its nascent
Information Technology Enabled Services (ITES) sector, with emphasis on Business Process Outsourcing (BPO). It
intends to develop a technology city at a 5,000-acre greenfield site at Konza, about 60 kms south of Nairobi. Konza
Technology City is one of Kenya Vision 2030 flagship projects. Vision 2030 is Kenya’s blue print for attaining middle
income status by the year 2030.

An initial land use plan envisions phased development over 20 years with the BPO/ITES park taking up 23% of the
planned 6 million square meters of the site. The BPO park would contain world class infrastructure and technology to
facilitate and cluster research, education and business and create over 200,000 jobs.

The BPO/ITES park will be part of a larger mixed urban development providing a best in class residential and working
environment. A New Town will be created around the BPO park providing different residential options and all
required city amenities such as hospitals, schools, a university and science park, hotels, parks, city government
buildings, a financial centre and retail and additional office space in a new central business district. A Special
Economic Zone regime (SEZ) is planned for parts of the site to enhance competitiveness and provide a one-stop shop
for businesses.

The GOK seeks to implement the project as a Public Private Partnership (PPP) with a Master Developer (MD) or
equivalent investor/operator. This RFI & I process is part of a market sounding exercise to identify potential private
partners and solicit alternatives and proposed suggestions to fine-tune the project concept and finalize investor
participation and funding structures and institutional arrangements and timetables required for successful
implementation.

The GOK anticipates that an MD or similar firm will assist the public site development authority to prepare and
implement the Phase 1 infrastructure and financing plan to service the site for development. Different investor
participation models are also under consideration for the subsequent real estate development. Additional

RFIs, to be submitted in English, should include:


1. A description of the company’s activities (max. 10 pages) during the last 10 years, including information on:
 Participation in the development of industrial parks (particularly ICT Parks) and New Town
developments exceeding 1,000 acres, utilizing private sector participation structures,
 Experience in Greenfield-site infrastructucture and financing plans, and
 Experience in financing or securing funding for large real estate development projects/New Towns
2. A short write-up commenting on the envisioned project to date, suggestions for structuring and
implementation, and your company’s potential interest and role.
